Vienna, March 8, 2010
Dear Dr. Faymann,
As described in a recent article in the weely magazine “profil”, of February 8, 2010, the results achieved with chemotherapy in cancer – treatment are not satisfying (Att 1)
My application for registration of the cancer– medicament NSC 631470 (UKRAIN), filed in July 1981, has not been dealt with by the public officers, thus infringing procedural rules (Att 2), despite the fact that the Republic of Austria has been convicted by the European Court of Human Rights due to the delaying of the registration.(Att 3)
I have dedicated my whole life to the development of and research – work with this medicament, without having received the slightest support from the State. Results of this work you find here(Att 4). Unfortunately this medicament is still not available for every patient., because the registration has still not been granted. The matter should not only be seen from the juridical point of view (“failure to give assistance”, according to the Criminal Code, § 95), but the moral aspect should also be focussed on: Due to the non-registration, the social insurance institutions reject by all means to bear the costs for the therapy, even though unbelievable results have been achieved, as for example the publicly known case of Mrs Hedwig Jakob (Att 5) demonstates this in the best way. Accordingly, the damage occuring does not hurt me so much, but the patients suffering from cancer.
It is inexplicable for me, which priorities are prevailing, and what coud be more important than to comply with the law and to treat the application in an objective way. This disregarding of regulations causes damage to the austrian people and due the lack of registration in it´s country of origin also to cancer – patients in the whole world. I have no reasonable explanation for this and would be grateful if you could help me to find one.
Instead of help I only meet obstacles, as described in the book “Anticancer Pharmaceutical Ukrain. Criminal Story of a Prevention”, by Dr Eleonore Thun-Hohenstein (Molden Publishing Company), (Att 6)
I did not develop my product for the welfare of a limited number of people, but to help all patients in need. Instead of dedicating all my time and money to the research work, I had to invest a great part of it to conquer the numerous hindrances. The cases desribed in the mentioned book are only the well documented cases. The whole truth was much more depressing.
As this is a matter of public interest, I will take the liberty to publish this letter and your esteemed reply in the Internet.
Yours sincerely
Dr Wassil Nowicky
